The North Dakota Legislative Council provides research and other services to the ND Legislature. They prepare many of the first drafts of bills introduced at each legislative session. They also prepare a report to the legislature prior to the start of each session. Final Reports from 1947 to 2023 are available online.

Sometimes, once you have located the legislative history on a particular bill, it contains very little debate an no testimony. It is possible that most legislators understand the issues since there was an interim study completed between sessions. If this is the case, you may want to review the Legislative Management Final Reports -- 1947 - 2023. This report is prepared by the Legislative Council and presented to the Legislature prior to the opening of each legislative session.
